Watonwan County Recorder

The Watonwan County Recorder is the official custodian of all legal records tied to real property in the county. The office is at 710 2nd Avenue S in St. James. Deeds, mortgages, mortgage satisfactions, liens, federal and state tax liens, easements, plats, and other documents affecting land ownership are recorded here. Documents must meet Minnesota state standards before staff will accept them for recording.

Watonwan County accepts electronic recording, so title companies, lenders, and law firms can submit through an approved e-recording vendor. Paper submissions by mail or in person are also accepted. Documents must arrive by 4:15 PM for same-day processing. The office closes at 4:30 PM. If mailing, include the correct fee and a self-addressed stamped envelope for return of recorded documents. Watonwan County Assessor

The Watonwan County Assessor's office values and classifies all real property in the county. The office is in the same building as the Recorder. Values are set as of January 2 each year using sales data and physical inspections. Valuation notices go out in March, and the Board of Equalization meets in April to hear appeals from property owners who disagree with their assessed value.

Watonwan County has about 6,000 parcels with a heavy agricultural focus. Most of the county is farmland, so the assessor applies farm class rates to the majority of parcels. All properties are inspected physically on a five-year cycle. If a property's use changes, the classification and tax treatment can change along with it. Types of Watonwan County Property Records

The Recorder holds all major real property documents for Watonwan County. Deeds are the most common. They transfer ownership and must be recorded under Minnesota Statutes Chapter 507 to establish public notice of the change. Without recording, a new owner has limited protection against future claims by parties who lacked notice of the sale.

Mortgages, releases, and satisfactions are also on file here. When a lender takes a security interest in property, the mortgage is recorded to make that interest public. When the debt is paid off, a release or satisfaction is filed. Other records include easements, plats, certificates of survey, federal and state tax liens, mechanics liens, and declarations of covenants. Well disclosure certificates are required on most sales and are either attached to the deed or filed separately for $50. Farm properties in Watonwan County often have wells, so well disclosure is a routine part of most agricultural transactions.

Some Watonwan County parcels use the Torrens title system under Minnesota Statutes Chapter 508. Torrens property is confirmed by a court-issued Certificate of Title rather than a chain of abstract records. Both systems are maintained at the county level. Recording Fees and Transfer Taxes

Recording fees in Watonwan County follow the Minnesota state standard. The base fee is $46 for the first page of any document, plus $4 for each additional page. Plats cost $56 to record. Well disclosure certificates cost $50 if filed separately. If attached to the deed at recording, no additional fee applies.

The State Deed Tax under Minnesota Statutes Chapter 287 is 0.33% of the net consideration, with a minimum of $1.65. On a $140,000 sale, that is $462. The Mortgage Registry Tax is 0.23% of the principal debt. Both taxes must be paid when you submit documents for recording.

Property Tax in Watonwan County

Property taxes in Watonwan County are due in two installments each year under Minnesota Statutes Chapter 279. The first half is due May 15. The second half is due October 15. If the May 15 payment is missed, the unpaid amount becomes delinquent on January 1 of the next year and begins accruing interest at 9 to 10 percent per year.

Values are set January 2 each year. Tax statements and valuation notices are mailed in March. The property tax rules under Chapter 272 and valuation standards under Chapter 273 apply to all parcels in Watonwan County. Because most land is agricultural, farm class rates apply to the majority of the county's assessed parcels.
