The Pennington County Assessor handles valuations and classifications for all property in the county. The office sets estimated market values as of January 2 each year, based on sales data and physical inspections. Valuation notices go out in March. If your appeal at the local level is not resolved, you can take it to the County Board of Equalization and then to the Minnesota Tax Court. You do not need an attorney to file with the Tax Court. The deadline is generally 30 days after the local board decision.

Property Records in Pennington County
The Recorder's office holds all documents that affect real property in Pennington County. Deeds are the most common type. Under Minnesota Statutes Chapter 507, a deed must be recorded to give public notice of an ownership transfer. Without recording, the transfer is not protected against later claims from buyers or creditors who had no way to know about it.
Mortgages are recorded when a lender secures an interest in the property. Satisfactions are recorded when the debt is paid. Other documents include easements, covenants, restrictions, federal and state tax liens, mechanics liens, certificates of survey, and plats. Well disclosure certificates are required on nearly all residential property sales. The certificate is either attached to the deed at recording or filed separately for $50. Recording Fees and Transfer Taxes
Recording fees in Pennington County follow the state standard. The base fee is $46 for the first page of any document, plus $4 for each additional page. Plats cost $56. Well disclosure certificates filed separately are $50, but there is no additional charge if the certificate is attached to the deed when it is recorded.
The State Deed Tax under Minnesota Statutes Chapter 287 is 0.33% of the net consideration, with a minimum of $1.65. On a $150,000 sale, the deed tax is $495. The Mortgage Registry Tax is 0.23% of the loan amount. On a $120,000 mortgage, that comes to $276. Both taxes are paid at the time of recording.
Certified copies of recorded documents cost $10 as a base fee plus per-page charges. Non-certified copies are less. You can request copies in person or by mail. Include the correct fee and a return envelope when mailing requests.
Property Tax in Pennington County
Property taxes in Pennington County follow the due dates set under Minnesota Statutes Chapter 279. The first half of the annual bill is due May 15. The second half is due October 15. Amounts not paid by May 15 become delinquent on January 1 of the following year. Interest begins to accrue at that point.
Values are set as of January 2 each year under the rules in Chapter 272 and Chapter 273. The county mails tax statements and valuation notices in March. That gives you a window to review your value and appeal if needed before the Board of Equalization meets in April.
