Dakota County Assessor

The Dakota County Assessor's Office handles all property valuation and classification for Burnsville. The office is located at 14955 Galaxie Avenue in Apple Valley. Phone is 651-438-4200. Office hours are Monday through Friday, 8:00 AM to 4:30 PM. The Assessor values roughly 150,000 parcels across Dakota County, making it one of the largest assessment operations in Minnesota. Staff appraisers conduct physical inspections on a five-year cycle and do market analysis every year. Estimated market values are set on January 2. Valuation notices go out in March.

If you disagree with your Burnsville property's assessed value, you can appeal at the local Board of Appeal and Equalization, which meets in the spring. The appeal lets you present evidence about your property's value. Further appeals go to the County Board of Appeal and Equalization and, if needed, to the Minnesota Tax Court. The Assessor also processes homestead applications year-round. Homestead classification can lower your property tax bill if you own and occupy the property as your primary residence.

Under Minnesota Statutes Chapter 272, all real property must be assessed at estimated market value unless the law provides for a different standard. The Assessor follows this each year for every parcel in the county. For current valuation data, visit co.dakota.mn.us/Assessing.

The city of Burnsville also maintains helpful resources on property taxes. According to the city's own page at burnsvillemn.gov/Property-Tax, the Dakota County Assessor's Office provides payment information, explains how to read your tax statement, and lists available programs including the Homeowner's Homestead Credit Refund and the Senior Citizens Property Tax Deferral Program. The senior deferral program limits taxes to 3% of household income for qualified seniors who are 65 or older and have household income of $96,000 or less.

Burnsville Property Records and Documents

The types of property records available for Burnsville real estate include deeds, which transfer ownership between parties. Mortgages and deeds of trust are recorded to put the public on notice of loans secured against a property. Satisfactions of mortgage show when a loan is paid in full. Liens, judgments, and UCC filings can also attach to property and affect the title. Plats are recorded when new subdivisions or lot configurations are established. All of these become part of the permanent record at the Dakota County Recorder and are accessible to the public.

Dakota County maintains both abstract and Torrens records. Abstract documents fall under Minnesota Statutes Chapter 507. Torrens properties are handled under Minnesota Statutes Chapter 508, which provides state-guaranteed title. If you are researching a Burnsville property and are unsure which system applies, the Recorder's office can confirm the record type. For abstract documents, you search the general index. For Torrens properties, you work with the certificate of title.

Special assessments in Burnsville can be levied for public improvements such as streets and sewer lines. The city's assessment policy is consistent with state law and requires a public hearing before any assessment is levied. Property owners can prepay assessments or make payments on an installment schedule. Contact the city's Public Works department for information on any active or pending assessments on a specific Burnsville property.

Burnsville Property Tax

Property taxes in Burnsville are due in two installments. The first half is due May 15 and the second half is due October 15. Under Minnesota Statutes Chapter 279, taxes become delinquent January 1 of the year after they are due. Delinquent taxes accrue interest. After three years of nonpayment, the state may forfeit the property. Tax statements are mailed in March. Dakota County accepts payment online, by mail, in person at county offices, and through mortgage escrow accounts.

Values are set each January 2 under Minnesota Statutes Chapter 273, and notices go out in March. The tax statement explains the assessed value, the classification, the various taxing authorities that levy against the property, and the total amount owed. Burnsville is served by multiple taxing authorities, including the city, the county, and the school district, all of which affect the total tax bill.
