Anoka County Recorder

All Blaine property records are recorded and maintained by the Anoka County Recorder. This office is the custodian of all legal documents affecting real property in the county. Deeds, mortgages, satisfactions of mortgage, liens, federal tax liens, state tax liens, and well disclosure certificates all go through this office. Anoka County Assessor

The Anoka County Assessor values and classifies all real property in Blaine and throughout the county. The office uses mass appraisal techniques for residential properties and income or cost approaches for commercial properties. Physical inspections are done on a rotating five-year cycle, and new construction is reviewed when building permits are issued. Estimated market values are set each January 2. Valuation notices go out in March. If you think your value is off, you can appeal at the Local Board of Appeal and Equalization in the spring.

Blaine Property Records and Documents

Property records for Blaine real estate span a wide range of document types. Deeds move ownership from seller to buyer. Mortgages and deeds of trust secure loans against property. Blaine Property Tax and Special Assessments

Property taxes in Blaine follow the standard Minnesota schedule set under Minnesota Statutes Chapter 279. The first half is due May 15 and the second half is due October 15. Taxes become delinquent January 1 of the following year. Delinquent taxes accrue interest, and after three years of nonpayment the state may forfeit the property. Tax statements are mailed in March. Two transfer taxes apply to most Blaine real estate transactions. The deed tax, set under Minnesota Statutes Chapter 287, is 0.33% of the net consideration with a minimum of $1.65. It applies when a deed transfers ownership for value. The mortgage registry tax is 0.23% of the principal amount of the mortgage and is collected at recording. Both taxes are state-set and apply across all Minnesota counties. Some transfers are exempt, such as gifts between spouses or transfers to government entities. Any claimed exemption must be noted on the document at the time of recording.
