Norman County Assessor
The Norman County Assessor values and classifies all real property in the county. Norman County has approximately 6,500 parcels, with a strong focus on agricultural land. Norman County Property Record Types
The Norman County Recorder maintains all documents that affect ownership of real property in the county. Deeds are the most common filing type. Under Minnesota Statutes Chapter 507, recording a deed gives public notice of the transfer and protects the new owner against claims from later buyers or creditors. An unrecorded deed leaves ownership at risk.
Mortgages and satisfactions are also regularly filed. Lenders record mortgages to establish their security interest when financing property purchases. When loans are paid off, they record satisfactions or releases. Other documents include easements, declarations of covenants, federal and state tax liens, mechanics liens, certificates of survey, and plats. Well disclosure certificates are required on most property transfers where a well exists on the land and must be submitted at or before recording the deed. Some Norman County parcels may be registered under the Torrens system under Minnesota Statutes Chapter 508. Torrens titles use a court-issued Certificate of Title to confirm ownership rather than a chain of abstract documents.
Recording Fees and Transfer Taxes
Norman County follows the Minnesota statewide fee schedule for recording. The base recording fee is $46 for the first page of any document, plus $4 for each additional page. Plats cost $56. A well disclosure certificate submitted separately costs $50. No extra fee applies when the certificate is attached to the deed at the time of recording.
State transfer taxes apply to most real estate transactions in Norman County. The State Deed Tax under Minnesota Statutes Chapter 287 is 0.33% of the net consideration, with a minimum of $1.65. On a $120,000 sale, that is $396. The Mortgage Registry Tax is 0.23% of the principal loan amount. On a $100,000 mortgage, that comes to $230. Both taxes must be paid when documents are submitted for recording.

Property Tax in Norman County
Property taxes in Norman County are due in two installments each year under Minnesota Statutes Chapter 279. The first half is due May 15. The second half is due October 15. Taxes not paid by May 15 become delinquent on January 1 of the next year and begin accruing interest at 9 to 10 percent per year.
